The October Surprise is not a ploy of the Bush administration, it is actually a flaw in the American electorate: we have NO political memory. So, we will vote on November 2 pretty much according to what happens on Nov 1 or thereabouts. What happened in the weeks or months preceeding November 2, let alone the YEARS, will have no effect whatsoever.
The fact is that given the electorate, and our attitude, we demand an October surprise and we will create on, the media will create one, whatever is most significant in October among however insignificant a field.
Consider the Kentucky Derby: aside from one or two horse, who knows the field, and what does it matter? It's the Kentucky Derby!
Well, its October! in an election year! Surprise: you betcha. No matter how stupid, we will be surprised.
